Why do governments violate human rights? What impacts do repressive acts (such as torture, disappearances, surveillance, and genocide) have on society? And what can be done to improve human rights across the globe? In this course, we will explore issues related to the development of international human rights standards. We will attend to why human rights violations continue in both newly emergent states and advanced democracies. Finally, we will study the effectiveness of different efforts to curb human rights abuses, examining domestic and international institutions as well as the efforts of human rights NGOs.
